This commit fixes IPv6 address of the endpoint to request the subcloud's region name, adds retry for the case the sysinv service is not available right after reboot. Test plan: 1. Finished the subcloud enrollment in IPv6 DC lab. 2. Verified retries when the sevice is unavailable in the subcloud.
