This commit modifies the dcmanager orchestrator service to use the new
OptimizedOpenStackDriver [1].
Test Plan:
1. PASS - Run patch orchestrator and verify that the operation
completes successfully;
2. PASS - Run kube upgrade orchestrator and verify that the operation
completes successfully.
