A new version of pip was released on August 6 which looks like it conflicts with how local directory python modules are installed. This change turns off the sdist (ie: egg building) of those other repos during tox virtualenv setup. A pylint (no-member) error was also being reported due to astroid. This change aligns the zuul and developer environments by enforcing the version of astroid.
