Raphael Lima e98e5443fc Improve unit test coverage for dcmanager's APIs (subclouds) 
Improves unit test coverage for dcmanager's subclouds API
from 55% to 90%.

Test plan:
    All of the tests were created taking into account the
output of 'tox -c tox.ini -e cover' command
