Refreshing TSC members table after election 

Refreshing the TSC membership table with new members and term expiry
information after the results are finalized from the 2019 H1 elections.

The new members are listed in the election repository in the
election/candidates/2019_H1/tsc folder. In this round we had less
candidates fulfilling all requirements than the amount to require a
voting period therefore we will skip that phase and have the new
members start their terms at the week of June 10 when this patch should
land.
