sharang bhardwaj 071154f177 Update 'ha' for bullseye/Trixie

Aligned the package layout with the concurrent Debian packaging conventions.
Moved package files from 'debian/' to 'debian/all/'.

Updated related build references to ensure compatibility across all supported OS codenames.

Below packages are updated

-service-mgmt
   sm-common
   sm-db
   sm
-service-mgmt-tools
-service-mgmt-client
-stx-ocf-scripts

Test-Plan:

PASS: master bullseye build
PASS: master trixie build
PASS: deploy AIO-SX bullseye
PASS: deploy AIO-DX, perform host-swact.
