Add helm-2to3 package 

This plugin is needed to ease migration of helmv2 release to helmv3,
therefore enabling migration of Armada apps to FluxCD

TEST PLAN:

PASS: 2to3 is installed to /usr/local/share/helm/plugins/2to3
