Jim Gauld 0cdd4acac8 Add helm v3, chartmuseum, and armada tarballs 
This includes download tarballs required to support Helm v3
and containerized armada:
- armada
- helm v3.2.0
- chartmuseum 0.12.0, and binary

The helm 2.13.1 version is to be removed in a subsequent commit.
