Charles Short 8b60c086e5 debian: Prevent docker-registry from starting ... Modify the debian/rules to Prevent the docker-registry from starting when the package is installed. This causes a conflict when keystone and docker-registry is trying to start at the same time. Tested by building package, checked on image docker-registry started or not.
