SidneyAn bcf2974212 add intel-gpu-plugin docker image to stable docker image build 
The intel gpu plugin is Kubernetes device plugin for discovering
and advertising intel GPU (with driver type i915) in a Kubernetes
host.

StarlingX support requires us to build images:
starlingx/k8s-intel-device: derived from ...
