Driver work: ice iavf and i40e in support of E810

Add ice driver (version 1.2.1) and upgrade iavf driver to
version 4.0.1.

The iavf upgrade to 4.0.1 requires upreving the i40e driver
to version 2.14.13 for compatibility.
