ajaiswal 82a63d1fd8 Revert "Add kernel option for hybrid cgroup setup" 
The hardcoded v1 kernel params (unified_cgroup_hierarchy=0,
LEGACY_FORCE=1) in kickstart prevent cgroup v2 from being
active on fresh installs even when the service parameter
defaults to true

This reverts commit bb245618e6.

Test Plan:
PASS: Fresh install AIO-SX boots with cgroup v2
PASS: Fresh install AIO-DX both controllers on cgroup v2

The Depends-On tag is added solely to ensure that
others commits are merged together. There is no
actual dependency between these changes.
