Bin Qian 82595071c9 Update release version to 26.09 ...

With the platform release being upversioned to 26.03,
this file needs to be updated so the system supports upgrading
from the previous release, which was 25.09.

Test Plan:
PASS: install
PASS: build ISO, verify software version is updated accordingly
