Davlet Panech 30db482b57 Add *_helm.inc files ...

Add missing {centos,debian}_helm.inc files used by scripts in
build-tools. The centos file used to reside in starlingx/config repo,
but it really belongs here.

TESTS
======================================

Build packages, then run build-helm-charts.sh and make sure
"stx-monitor-helm" tarball is generated.
