Fixing monitor-tools interaction with sysctl

Moving monitor-tools' kernel parameter setting
from /etc/sysctl.conf to /etc/sysctl.d/100-sysctl.conf

That will avoid overwrites and conflicts with
other packages that deal with sysctl.

Test plan:
PASS built iso
PASS booted iso, bootstraped.
PASS checking if 'kernel.sched_schedstats=1' is set
(run cmd after boot: sysctl kernel.sched_schedstats)
