When using phc2sys's -O 0 command line option, the out of tolerance alarm is incorrectly raised. This fix adds support to the ph2sys offset configuration along with ptp4l's. If phc2sys is disciplining the clock and the offset is configured using the -O command line option, it will be used instead of ptp4l's offset. Log errors will be generated in case there are more than one phc2sys instance disciplining the clock and when there is a mismatch between phc2sys and ptp4l's offset configuration.
