Add api-ref and relnotes publish jobs

* Add pointers in the main doc to api-ref and releasenotes pages
* Add publish-stx-api-ref and publish-stx-releasenotes jobs
* Add search at bottom of api-ref and relnotes pages to trigger the jobs
