This commit updates the flake8 rules for the nfv folder, deleting the
copyright notices for empty __init__.py files (H104), updating multiline
docstring comments (H404 and H405) and reducing lines too long (E501).
Ruff was used to help format comments and remove blank lines between
conditionals and functions, i.e. D201, D202, D205, E302, E304.
Test plan:
1. PASS: Build an ISO.
2. PASS: Deploy a DC system with AIO-SX and AIO-DX subclouds.
3. PASS: Successfully run sw-upgrade for the system controller and
subclouds.
4. PASS: Successfully run kube-upgrade for the subclouds
5. PASS: Successfully run kube-rootca update for the subclouds.
