Vanathi.Selvaraju 430fc58417 Adaptation of phase response for backward comptability 
This change is to avoid error scenario in
case where response message is not part of the
patch strategy created and vim client looks
for the 'response' message to be avaialble.

Test Plan:
PASSED: Verified dcorechestration where
systemcontroller with 22.12P6 and subcloud
is runnign with 22.12P5.
