Add kube-upgrade-complete trigger for reevaluating app reaplies

The kube-upgrade-complete trigger was introduced to resume the
app reapply evaluation process after a Kubernetes upgrade is completed.

Test Plan:
PASS: Full image build
PASS: AIO-SX deployment
