Upgrade stx-openstack app to version 26.03

As part of stx-openstack application versioning, this change upgrades
the app version from 25.09-0 to 26.03-0.

Test Plan:
[PASS] Build openstack packages and tarball
[PASS] Upload and apply openstack tarball into a vbox AIO-SX system
[PASS] Verify the app version (system application-show stx-openstack)
