Rafael Falcão 5cc0eb415a Specifying garbd service port 
A fix in the stx-mariadb docker build [1] made necessary
to specify the port ('4567' as stated in [2]) of the
garbd service in order to spawn it.

PASS: Build stx-openstack armada tarball (CentOS)
PASS: Upload/apply stx-openstack app (Armada) in
      a simplex environment (forcing garbd pod to
      spawn).
PASS: Remove/delete stx-openstack app (Armada) in
      a simplex environment (forcing garbd pod to
      spawn).
PASS: Upload/apply/remove/delete stx-openstack in
      a standard environment (Armada).

Enable StarlingX helm charts for stx-openstack app

README 

This directory contains all StarlingX charts that need to be built for this
application. Some charts are common across applications. These common charts
reside in the stx-config/kubernetes/helm-charts directory. To include these in
this application update the build_srpm.data file and use the COPY_LIST_TO_TAR
mechanism to populate these commom charts.
