After the OSH-I upversion to caracal, the helm-toolkit used in the Helm charts present in the openstack-armada-app repo needs to have their version updated to reflect the changes made to the OSH-I helm-tookit chart. Test Plan: PASS - Build stx-openstack-helm-fluxcd package PASS - All charts have the new version in the built package PASS - STX-O applies using the new Helm charts version.
