Update image tags for ptp-notification app maintenance 

Update the helm chart tag values for the following images:

notificationservice-base:stx.10.0-v2.2.1
notifcationservice-base-v2:stx.10.0-v2.2.1
locationservice-base:stx.10.0-v2.2.1

Test Plan:
Pass: Pull updated images and verify basic app operation
