Takamasa Takenaka e3be280131 Improve to obtain db url for fm 
Obtain db url for fm without through puppet.
So that we could remove dependency with puppet.

k8sapp-snmp

This project contains StarlingX Kubernetes application specific python plugins for the snmp. These plugins are required to integrate the oidc authorization application into the StarlingX application framework and to support the various StarlingX deployments.
