Robert Church 143a5269db Fix spec formatting errors ... The incomplete formatting of these specs caused their headers to pollute their associated "Approved Specifications" index. To avoid this, prior to submitting a spec, a spec writer should run tox locally and view the Sphinx output prior to gerrit upload.
