Bin Qian 6fd81c9cd0 Add RPC config to cert-mon.conf ...

Add RPC config to cert-mon configuration.
On system controller, cert-mon will act as RPC server to receive RPC
calls from dcmanager when a subcloud is either online or becomes managed.
