The Debian packages need to be aligned with the Centos configuration. Future changes may revisit the packaging, however currently they are expected to be the same. Based on: https://review.opendev.org/c/starlingx/stx-puppet/+/830872 These changes are scoped to only affect Debian. No testing is required for other environments. Test Plan: PASS: Build / Bootstrap / Unlock Debian environment. PASS: No errors in puppet logs.
