The Debian packages need to be aligned with the
Centos configuration.
Future changes may revisit the packaging, however
currently they are expected to be the same.

These changes are scoped to only affect Debian.
No testing is required for other environments.
Test Plan:
PASS: Build / Bootstrap / Unlock Debian environment.
PASS: No errors in puppet logs.
