clean up the Debian upstream in package_feeds 

Add package "efibootmgr" into deb-local-binary, and remove the Debian
upstream from package_feeds, so that the build-image download the
packages from local repos as much as possible to avoid temporary
networking unavailability.

A networking issue triggered by fetching "efibootmgr" from Debian
upstream:
