Debian build containers can't be built outside of minikube. The 'docker build' fails with an error message such as ... COPY failed: stat /home/docker/data/tmp/docker-builder/stx/toCOPY... The issue is the .dockerignore file which ignores everything by default unless explicitly permitted. we must add stx/toCOPY to the permitted list.
