Delfino Curado bc65ea67a8 Remove initscripts and add python36-Cython ... Removing from distro dependencies the initscripts package. This was added without a need as StarlingX itself has a initscripts package and this is the one included in the image. Adding python 3 dependency needed to compile Ceph's python3 packages.
