Davlet Panech 201bfd29c4 centos-mirror-tools: add CentOS 7.8 repo ...

Add a CentOS 7.8 repo file because we reference RPMs from it in
some of the .lst files. This fixes build breakage caused by:

  5fdf687 CVE-2018-18751 Fix

CentOS 7.8 is fairly recent and hasn't been migrated to the vault
yet (except for source RPMs). So we pull the files from these
locations:

  http://mirror.centos.org/centos/7.8.2003  (binraries)
  http://vault.centos.org/7.8.2003/         (sources)
