Update apt-ostree for Bullseye

Browse Source 
Aligned the package layout with the concurrent Debian packaging
conventions. Relocated package files under 'debian/all' and removed
legacy paths under 'debian/all'.

Updated related build references to ensure compatibility with Bullseye.

Test-Plan:
PASS: master bullseye build
PASS: AIO-SX deploy
