Abhinav Ayyapasetti 808bc55138 Update Trixie packaging for rabbitmq-server

Pick meta_data.yaml from f/trixie branch:
  https://review.opendev.org/c/starlingx/upstream/+/955092

This change brings updates from the 'f/trixie' branch into 'master' to
ensure consistent functionality and packaging structure across both
branches.
