Pick the meta_data.yaml from f/trixie branch: https://review.opendev.org/c/starlingx/upstream/+/955092 Rebase patches onto openstack-pkg-tools 135. Refactor wheel patch for removal of py2 support. Resave wheel patch as git unified diff. Copy forward some original git logs. Minor context changes.
