The option --os-keystone-region-name is removed since 2019:

And in upstream git, 2019 commit d7964a17 for python-osc-lib removes the
option but it is brought back in 2021 at commit 5d546e3c. Unclear:
bringing the package back was part of "Update Flock packaging for Debian
OS... convert packages from RPM to DEB".
This work reaffirms the option is not effective - there are no uses of
the variable 'keystone_region_name' in the openstack python packages.
There are no references of option --os-keystone-region-name in starlingx
source.
