Hediberto C Silva 4c894b9728 Update Kubernetes client version

As result of the removal of obsolute K8S versions (1.24-1.28) [1],
the client must be updated to the minimum version supported
on STX.10: 1.29.2.

Additionally, the kubectl binary has been moved from stage2
to stage1 [2].

Test Plan:
  PASS: Build stx-platformclients image.
  PASS: Use remote-cli with the built stx-platformclients image
