Patch Set 4: Code-Review-1

patchset 4 is just a rebase of patchset 3.

Uploaded patchset 3:
- fixed some typos
- fixed whitespaces
- extracted the CentOS build refactor to another commit
- this commit is now concerned only with debian side.
- added debian_pkg_dirs

This needs rework: after fixing the overrride_dh_install typo to override_dh_install, build-pkgs fails.

Also quite a few lintian errors.
