Subject: [PATCH] Add debian_pkg_dirs for starlingx/utilties

Add config repo to debian_pkg_dirs. This way they will be picked up
by the build system and packages built.

Instead of having merge conflicts for each utilties project review
provide a single commit updating debian_pkg_dirs.
