Patch Set 1: Workflow-1

The effectiveness of IRQ affinity settings was tested on lowlatency system by generating work over OAM interface and watching the irq threads cpu usage on the engineered cores. The irq threads follow the /proc/irq/*/smp_affinity_list setting which overrides the irqaffinity kernel boot arg.

Verified the setting just by looking at the /proc/cmdline for irqaffinity.
Modified the number of platform, application, and application-isolated cores, and note that the irqaffinity (and irq threads) are on 'application' only cores.
Verified the irq affinity setting in /proc/irq/ and using 'ps-sched.sh' to see the cpuset of the irq threads.

Will remove the W-1 once I have reinstalled with the corresponding metal/kickstart change.
