To save on network resources, ostree_repo and container images
should be prestaged at /opt/platform-backup for use during
operations like subcloud add, reinstall, etc. The ostree_repo
is currently being prestaged.
Here, the container images are copied to the iso for prestaging.
Test Plan:
PASS: Verify that the prestaged iso has the required container
images for prestaging.
PASS: Verify that the container images are correctly prestaged
at /opt/platform-backup/<release-version>
