Ivan A. Melnikov 00990b3166 Use default log file for neutron services

If we specify exact name of log file in /etc/neutron/neutron.conf, it is
picked up by all services and all logging from server and agents go to
the same file. We instead leave log_file empty so that each agent would
use its own file for logs.
