Joshua Harlow 4bc3e297b9 Few pip downloading adjustments

- Create the download directory if it doesn't exist
- Clean up already existing egg-info directories before
  running egg info again
- Use a cleaner (and pip inspired) version comparision
  solution to identify duplication of projects.
