Martin Kalcok 204eff0d9a treewide: Repository archived.

To signify move of the development to GitHub, tip of the default
branch is removed and README.md is left in place to point to the
new location.

Development of the ovn-central charm has been moved to GitHub under canonical/charm-ovn-central. Content of stable branches will remain preserved here as well, but new development is expected to happen on GitHub.
