Alessandro Pilotti f7c539fe4f Fixes check_os_version on Windows 10

VerifyWindowsVersion requires a manifest on Windows 10, not a
suitable option in Python.

This patch replaces VerifyWindowsVersion with RtlVerifyWindowsVersion.
