Add ADDITIONAL_REQS config option

- Define requirements packages in settings.
   - Add COLLECTD_ADDITIONAL_PACKAGES variable.
   - User can define requirements to be installed by using the above
     variable in local.conf
   - Install system requirements and user defined requirements in
     libs/collectd.
