Pass environment variables of proxy to tox
When a development environment is under a proxy, tox is failed even if environment variables of the proxy are set. This problem has been solved on Tempest already. This patch fixes this problem. Change-Id: Ic0be1f8d6757ea57d8d12e463c467e83d7195794 Closes-Bug: #1465086
