Davanum Srinivas 636cbc9909 Ensure $DEST directory is created and CI Jobs pass

* Add a .gitreview file
* Add a bindep file for go tools
* "build" target should depend on "work" target to be sure
  that on a fresh machine, the correct symlinks are created.
