Fix redis setup during redeploy

After deletion and addition of controller to cluster,
redis server is stopped in pacemaker on the added
controller. This is related to that fact that OCF
script for redis was added to controller after
cluster services (corosync, pacemaker) are
started, this commit fixes this issue.

Closes-Bug: #1602185
